DVA cleaning on the Gold Coast: how to get it funded.

DVA pays for home cleaning two different ways, and most veterans have never been told which one applies to them. Here is the plain-English version.

Two funding pathways and where to start

If you have served and you are now finding it hard to keep on top of cleaning at home, DVA can help pay for it. The problem is that DVA runs two separate programs for this, and which one applies to you depends on your card type and your circumstances, not just the fact that you are a veteran.

In our experience the biggest obstacle is what veterans assume about their own entitlements. They consistently underestimate them. People ring us apologising for asking, assuming they will have to fight for a couple of hours a fortnight, and it turns out the process is simpler than they expected and the support available is broader than they thought. If you have talked yourself out of calling, that is the thing worth reconsidering.

What is DVA cleaning and who qualifies?

DVA-funded cleaning is available to Gold Card holders and to eligible White Card holders who can show their condition affects their ability to manage household tasks (DVA, Help with cleaning and housekeeping). Holding a card is not enough on its own. An assessor or your GP also needs to confirm you need the help, which is why both pathways start with an assessment rather than a simple application form.

That distinction trips a lot of people up. A White Card only covers specific accepted conditions, so a White Card holder's eligibility depends on whether the difficulty with cleaning connects back to one of those conditions. A Gold Card holder has a more straightforward path into Veterans' Home Care, because it is not tied to a single accepted condition in the same way.

Veterans' Home Care and Household Services are not the same thing

VHC is an assessed-hours support program with a small co-payment. Household Services is compensation paid because a specific service-related condition stops you doing tasks you used to manage yourself. Picking the wrong one, or not realising you might qualify for the other, is the most common reason veterans miss out on support they are entitled to.

How to apply for Veterans' Home Care

Getting started with VHC is a single phone call. You do not need a GP referral for this pathway. Call the VHC Assessment Agency on 1300 550 450 and they will book a phone assessment at a time that suits you (DVA, Veterans' Home Care). During that call the assessor works out the range, frequency and duration of services that suit your situation, then sets you up with an approved provider.

Once you are receiving VHC support, expect a reassessment call roughly every 6 months. The call is there to keep your hours matched to your needs as your circumstances change, in either direction, rather than to audit you.

How to apply for Household Services compensation

Household Services works differently, and this is where the 2026 changes matter. This pathway requires form D9319, completed with your GP, linking your need for help directly to an accepted service-related condition (DVA, Help with cleaning and housekeeping). From 1 July 2026, every new claim for Household Services and Attendant Care compensation is assessed under the MRCA, regardless of when or where you served or which Act your conditions were previously accepted under (DVA, More veterans eligible for Household Services compensation from 1 July). If your last claim was knocked back years ago under different rules, it is worth another look.

Once you are approved, DVA issues a Determination Letter setting out what is covered and for how long. That letter is what lets your chosen provider bill DVA directly instead of you paying up front and claiming it back.

In practice the work itself is the easy part

Once a plan is in place, a DVA clean runs like any other regular service. The same team works to the same checklist. What changes is the admin behind it, which should sit with us rather than with you.

What is covered and who delivers it

What does DVA cleaning actually cover?

Both pathways cover the same broad categories of household tasks: domestic cleaning, laundry, ironing, and depending on your plan, gardening, lawn-mowing and window cleaning (DVA, Help with cleaning and housekeeping). What is not typically covered is anything outside routine household upkeep, such as renovations or one-off deep cleans unrelated to your condition.

For our own DVA clients we handle the cleaning, laundry and home organisation directly, and bring in trusted partners we already work with when something falls outside that, such as window cleaning or lawn care. Do you have to go through an agency?

No, and this is worth understanding before you agree to anything. Many veterans end up placed with a coordinating agency, which then subcontracts the actual cleaning to another company. That arrangement works fine for some people. It also means there is a layer between you and the person doing the work, and a share of the funding goes to the coordination rather than to hours in your home.

You can engage a cleaning provider directly instead. We work with our DVA clients that way. It means the person who quotes your job is the person who manages it, and if you want something done differently you tell us rather than passing a message up a chain. It also makes it easier to arrange the extras, because we organise window cleaning and similar services through partners we already use.

Choosing a DVA cleaner on the Gold Coast

A compliant DVA provider needs an ABN and needs to meet DVA's quality requirements before they can invoice DVA directly on your behalf (DVA, Household services). That direct-invoicing detail is a useful test when you are comparing providers. If a cleaner asks you to pay upfront and claim it back yourself, that is admin you should not have to carry.

Beyond the paperwork, ask a few practical questions before you book. How do they keep the standard consistent if a different team member covers your visit? Are they police-checked and insured? What happens if a task falls outside your plan?
